Security Clearance:

Must hold a valid Government of Canada security clearance to at least the Top Secret level.

Requirements:

Hust have University degree at the Bachelor level in Science, Computer Science, Engineering, Applied Science, Mathematics, Business Administration or Public Administration; and Must have a minimum of five (5) years in the last ten (10) years were fulfilling the role of a Project Manager as defined in at least three of the mandatory experience paragraphs detailed herein; OR Must have community College Diploma in Information Technology, Computer Science, or Engineering Technology; and Must have a minimum seven (7) years in the last twelve (12) years were fulfilling the role of a Project Manager as defined in at least three of the mandatory experience paragraphs detailed herein; OR Must have a minimum of nine (9) years in the last fifteen (15) years were fulfilling the role of a Project Manager as defined in at least three of the mandatory experience paragraphs detailed herein; OR Must have University Degree at the Bachelor level other than named in paragraph 1; and Must have a minimum of seven (7) years experience in the last twelve (12) years were fulfilling the role of a Project Manager as defined in at least three of the mandatory experience paragraphs detailed herein; Must have experience with pre-project activities. (Must include at least two or more of the following activities:: i. preparing business cases; ii. proposals; iii. project charters; and iv. communications to gain sponsor and/or upper management support). Must have experience in project initiation and planning (Must include at least five or more of the following activities: i. stakeholder analysis; ii. scope analysis and planning; iii. activity identification and sequencing; iv. activity costing; v. cost budgeting; vi. project organization; vii. resource planning; viii. communication planning; ix. risk identification; and x. concept of operations). Must have experience in project execution and tracking. (Must include at least five of: i. cost tracking; ii. activity tracking; iii. performance measurement and reporting; iv. change management; v. contract management; vi. project progress reporting; vii. scope management; viii. project communications; ix. resource management; x. risk management; xi. problem resolution). Must have experience in project closure. (Must include at least two of: i. producing lessons learned; ii. preparing project hand-off plan for operation or maintenance areas; iii. ensure project documentation is properly archived). Must have at least 1 year experience in using each of the following tools and technologies: Microsoft Project, Microsoft Excel, and Microsoft PowerPoint. Must hold current PMP certification from the Project Management Institute (PMI) Must have at least 3 years experience in role of project manager for large IT projects (greater than $5 Million budget, greater than 18 month duration) within the government of Canada. Must have at least 2 years experience with introduction of or implementation of IT-related process improvement frameworks, methodologies, standards, assessments (specifically ITIL and PMBoK) Must have at least 1 year experience working on projects in a role that requires a general knowledge of Type 1 cryptography used in the Government of Canada to protect classified information. Must hold current ITIL certification Must have at least 1 year experience working on projects in a role that requires a general knowledge of the US Key Management Infrastructure (KMI) program.
