The purpose of this requirement is to have a TBIPS Supply Arrangement at our disposal to ensure that KM&S has the ability to build a temporary, flexible and skilled team of resources to meet the demands of the Real Property business lines and prepare the data in the existing systems for the migration to the NOVUS solution. The required services are to be provided through TBIPS Business Class Categories on an “as and when requested” basis through a Task Authorization (TA) process. The Contractor will be responsible for providing a team of dedicated IT professionals address specific IT needs in order to help KM&S achieve their operational and strategic objectives.

The G.9 GIS System Architect (level 3) must:
1. Design the overall target architecture of the IT system to meet the formally established requirements (functional and non-functional) of a project.
2. Monitor and support the development of the system to ensure it is compliant with the target architecture and refine the target architecture as required.
3. Ensure the integration of the system’s component architectures – data, application, infrastructure, etc., into the overall target system architecture.
4. Ensure the integration of the system architecture into the sponsoring organization’s enterprise architecture.
5. Establish phased project plans that lead to a completed target architecture.
6. Lead the development of architecture guiding principles and architecture blueprints.
7. Ensure the systems overall viability throughout the systems development and implementation phases.
8. Ensure the solution and the scope is compliant with the stated requirements (quality control).
9. Balance trade-offs between requirements and costs for the system and communicate the issues to the Technical Authority.
10. Survey emerging developments, new technologies, standards and methodologies that will have a positive impact on the system architecture, and incorporate these into the system architecture.
11. Architect geospatial systems to meet or enhance established functional and non-functional requirements.
12. Monitor and support the development of the geospatial system(s) to ensure compliance with target architecture.
13. Coordinate with stakeholders to ensure consideration for applicable geospatial standards, policies, and architectural design.
14. Work with mainstream GIS technologies, such as Google Maps, OpenLayers, Open StreetMap, GeoServer, ESRI, Autodesk, and Oracle Spatial.
