The purpose of this requirement is to have a TBIPS Supply Arrangement at our disposal to ensure that KM&S has the ability to build a temporary, flexible and skilled team of resources to meet the demands of the Real Property business lines and prepare the data in the existing systems for the migration to the NOVUS solution. The required services are to be provided through TBIPS Business Class Categories on an “as and when requested” basis through a Task Authorization (TA) process. The Contractor will be responsible for providing a team of dedicated IT professionals address specific IT needs in order to help KM&S achieve their operational and strategic objectives.

The GIS Applications Analyst (level 3) must:
1. Develop and document detailed statements of requirement.
2. Analyze functional requirements to identify information, procedures and decision flows.
3. Evaluate existing procedures and methods, identify and document database content, structure and application sub-systems, and develop data dictionary.
4. Define and document interfaces of manual to automated operations within sub-systems, to external systems and between new and existing systems.
5. Define input/output sources, including a detailed plan for technical design phase, and obtain approval of same.
6. Design and document in detail all system components, their interfaces and operational environment.
7. Design data structures and files, sub-systems and modules, programs, batch, on line, and production monitoring procedures, testing strategy and systems.
8. Document system design, concepts and facilities, present and obtain approval of detailed system design.
9. Produce an operational system including all forms, manuals, programs, data files and procedures.
10. Perform manual code changes.
11. Perform screen and report changes.
12. Gather and analyze data for the conduct of studies to establish the technical and economic feasibility of proposed computer systems, and for the development of functional and system design specifications.
13. Design methods and procedures for small computer systems and sub-systems of larger systems.
14. Develop, test and implement small systems and sub-systems of larger systems.
15. Produce forms, manuals, programs, data files and procedures.
16. Provide advice on GIS technology and its application.
17. Design and implement functional prototypes.
18. Perform analysis and modeling.
19. Create, update, revise and document GIS data sets.
20. Interpret project objectives and create appropriate data, analysis and output products.
21. Restructure data from various sources and in diverse formats.
22. Create and update metadata.
23. Create, update and maintain procedures and standards.
24. Design and write GIS-related programs.
25. Gathering, analyzing and developing geospatial related user requirements.
26. Providing advice on geospatial technology.
27. Work with mainstream GIS technologies, such as Google Maps, Open Layers, Open Street Map, Geo Server, ESRI, Autodesk, and Oracle Spatial.
