Our Client has a requirement for the services in the areas of project communications, project plan coordination, and training to provide continued development and support to the aforementioned systems migration partnership project initiatives with HC.

The Project Communications Lead (P.1 Change Management Consultant Services, Level 3) may be required to provide services similar to those as follows:

a) Develop and establish a Communication plan, including activities, tasks, and time periods for the overall communications requirements of the project to migrate to SAP.
b) Coordinate and work with project teams to integrate communications activities into the overall project plan.
c) Conduct an accurate assessment of the communication requirements, for example, based on the awareness and understanding of users and stakeholders.
d) Disseminating information to the user community and appropriate project stakeholders in a timely manner.
e) Respond to routine and ad hoc requests for information.
f) Establish mechanisms and monitor the feedback on the communications that were disseminated.
g) Support the change management activities of the project to migrate to SAP.
h) Transfer knowledge to Government of Canada staff.
i) Provide weekly status reports to the Project Authority or designates.

The Enforcement Systems Division requires resources to work on an as and when requested basis, on the Interactive Advance Passenger Information system (IAPI) and Data Acquisition System (DAS) projects.

The Applications/Software Architect tasks include, but are not limited to, the following:
1. Develop technical architectures, frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements.
2. Identify the policies and requirements that drive out a particular solution.
3. Analyze and evaluate alternative technology solutions to meet business problems.
4. Ensure the integration of all aspects of technology solutions.
5. Monitor industry trends to ensure that solutions fit with government and industry directions for technology.
6. Analyze functional requirements to identify information, procedures and decision flows.
7. Evaluate existing procedures and methods, identify and document database content,
structure, and application sub-systems, and develop data dictionary.
8. Define and document interfaces of manual to automated operations within application sub-systems, to external systems and between new and existing systems.
9. Define input/output sources, including detailed plan for technical design phase, and obtain approval of the system proposal.
10. Identify and document system specific standards relating to programming, documentation and testing, covering program libraries, data dictionaries, naming conventions, etc.

The Programmer/Analyst tasks include, but are not limited to, the following:
1. Investigate how software solutions might be used to provide solutions to business, technical or organizational problems and define the requirements of such solutions;
2. Create and modify code and software.
3. Create and modify screens and reports.
4. Gather and analyze data for the conduct of studies to establish the technical and economic feasibility of proposed computer systems, and for the development of functional and system design specifications.
5. Design methods and procedures for small computer systems, and sub-system of larger systems.
6. Design, produce, implement, upgrade and maintain external / internal software meeting the defined requirements;
7. Manage the production of forms, programs, data files, and procedures for systems and/or applications.
